DHA Gandhara Phase 9 Master Plan

The overall layout for Gandhara was put together by Surbana Jurong, a Singapore based urban planning firm that’s worked on large township projects in several countries. DHA brought them in specifically for the master planning side of things, while Habib Rafiq Pvt Ltd handles the actual construction and development work on site. That split, one firm doing the planning and a separate, experienced contractor doing the building, is fairly standard for a project of this size, but it’s worth mentioning because it usually means the layout was designed with some rigour rather than sketched out on the fly.

The land itself covers somewhere around 32,500 kanals, which puts Gandhara in the same league as some of the larger societies that have come up around Islamabad in recent years. Roughly speaking, the plan splits that land between residential sectors, commercial zones, and the infrastructure that ties everything together, roads, green spaces, and utility networks.

How the Land Is Being Used

Most of the master plan is given over to residential plots, ranging from 5 Marla up to 1 Kanal, which is the part most buyers care about first. But a working master plan isn’t just rows of plots. Space has also been set aside for a commercial belt along the main roads, where shops, offices, and small businesses are expected to come up as the society fills in. Given that Gandhara sits right next to the M-2, that commercial stretch has a genuine locational advantage that a lot of inward facing societies don’t get.

Beyond the residential and commercial split, the plan includes areas earmarked for a mosque, schools, a healthcare facility, parks, and a main boulevard that runs through the society. None of this is unusual for a DHA project specifically, DHA phases in other cities follow a similar template, but it does mean the essentials are accounted for from the start rather than added in later once residents start asking for them.

Roads, Utilities, and the Practical Stuff

Wide, carpeted roads and a proper sewerage and drainage system are part of the plan, along with underground utility provisions for electricity, gas, and water. A society is only as good as this kind of unglamorous infrastructure, since it’s the thing that actually determines how liveable a place feels five or ten years after the plots are sold, long after the marketing brochures stop mattering.

Sustainability gets mentioned a fair amount in DHA’s own material on Gandhara, and from what’s been shared publicly, that mostly translates into green belts, planned park spaces, and a general effort to avoid the kind of dense, unplanned sprawl you see in older, unregulated developments. It’s a reasonable ambition for a project still on paper, though how much of it shows up exactly as described will depend on how construction actually proceeds over the next few years.

Where Things Stand Right Now

To be upfront about it, Gandhara is still an early stage project, and DHA hasn’t released a detailed, sector by sector breakdown of the master plan to the public the way it has for older, more established phases. What’s confirmed is the overall vision, the land area, the residential to commercial split, and the core amenities planned into the layout. The finer details, exact sector boundaries, block numbers, and a published map showing every plot, tend to get released in stages as development moves forward, which is normal for a project at this point in its life cycle.
